Updating of Legacy Data Collection System
Project Requirements
Minnesota’s principal economic development agency, promoting business recruitment, expansion, and retention, international trade, workforce development, and community development, needed an easier and more reliable method for obtaining accurate customer data. In addition, they requested an expansion of online self-serve services, which required replacing a legacy data collection system. Simultaneously, the department’s MNWorks website for assisting job seekers and employers needed a major technological update. It also had to adhere to web content accessibility guidelines (WCAG 2.0) dictated by the state and federal government (Section 508).
Initial challenges included introducing an agile development process, so planning and managing were more flexible. Formal testing also was new to the team, as were the newer design patterns that the new site required. In addition, Mentoring and knowledge transfer was a major deliverable of this project, and the team needed to adapt to Microsoft Test Manager (MTM) since the customer’s leaders want to maintain and enhance technical work once it was in their possession. For this reason, client team members were coached on Agile, new design patterns, code review, and MTM.
Result
Intertech provided an updated website that allows for easy access to information related to Workforce Centers – publishing and accessing jobs – and workshops and training for potential job seekers. The improved reporting capability is a significant benefit for the agency’s staff. Most significantly, the site has been rewritten using current technology, which provides mobile/tablet functionality. The newly developed system also adheres to web content accessibility guidelines (WCAG 2.0) and is AA-level compliant.
Released ahead of schedule, Intertech’s technical leader was credited with doing an excellent job working with his project sponsor, who was new to Agile. Intertech continues in its long and productive relationship with this customer.
Overview
To update the Legacy Data Collection System, Intertech provided an experienced technical leader to serve as the project developer/architect. Intertech also managed a team of nearly a dozen internal developers and Business Analysts. In addition, Intertech was responsible for quality assurance on the project. Intertech’s work took advantage of the latest development tools to make the site more user-friendly and increase its functionality, including expanded reporting capabilities. The rewrite and re-release of the MNWorks site also provided new features, including collecting user data from site visitors in a format that could be used for predictive analysis and business automation. Most significantly, it laid the groundwork for a future project to develop a mobile version of the MNWorks site.
